What are the chances of me getting into UCI, Berkley, Standford, or UCLA?

That's good to hear you're going for Civil Engineering, so am I :P I would really study for the SAT test, and retake them. I would also take the SAT II if they're required by the UC. Remember that there's many other people trying to apply for the same goal. Competition is tough, especially when there's little room for engineering.
