My cat has crazy wanderlust, how do I keep him safe?

My cat (less than 1 year old) is both neutered and up to date on all of his shots. He has a SERIOUS and vocalized desire to wander outside. Where we live, I don't feel like that's safe for him. Any suggestions on how to pacify his obviously deep longing to prowl the outdoors?
