Spongebob in China Racist?

I remember watching that video before, and I don't know what I thought about it when I watch it that time. But this time, I didn't find any humor or anything funny in it except for their voices. It was kind of sad that the Chinese army cartoon ppl popped up and said "Thought police." It may be funny to other ppl, and may actually be seen as offensive to others. This video just wasn't my type of humor.
